You can Merge USA and Canada they seem to enjoy joined leagues and stuff...
I wouldn't mind merging Ireland and UK like Rugby and that would definitely keep lots of Irish lads in the game, just so that their team does not lose to a British team... It could be fun, more thrill for sure.

I want the old Habsburg monarchy reinstalled.

Merge Austria with (parts of):
Belgium, Bosnia, Croatia, Czech, France, Germany, Hungary, Italy, Liechtenstein, Luxembourg, Netherlands, Poland, Romania, Serbia, Slovakia, Slovenia, Switzerland and Ukraine.

Name the country Austrian empire.

Well any nation Austria merges with needs to be roman catholic for sure. No gayism and stuff tolerated either.

There is no option for saying you don't want a merger. I'm just wanting to know what nations are ok with what mergers.

I guess my opinion is worthless, since I dont agree with merge.
