I don't think that it's that they don't care per se... I would suggest that it's simple apathy.
"Caring/not caring" would intimate that some consideration has occurred - and I don't think that's what's going on.

A poll isn't needed.

It doesn't matter if 100 people think it is a problem or if one person thinks so.

The BBs are smart guys, they made this fantastic game, they can look at the situation and use their brilliant game developer minds.

Is there a problem or at the VERY least a percieved problem?

Is there an unbelievably simple solution that would take minimal coding and a trivial effort that has already been suggested?

Yes. Change one line of code somewhere that says that new teams start in 2.1 and edit it to 3.1.

I can't remember who suggested this change but it totally changes things. Players will start in 3.1 with other players but in an easy competition. When they promote they will end up in a random division 2 not all bunched up. Teams stuck in 2.1 can even aim for relegation, then when promoted again in the bot cleanup will have a 3/4 chance of not being in 2.1. It gives the new 3.1 teams a chance at some sense of short term achievement in winning a championship and then a better chance to also win a division 2 championship.

Yet the stupidity continues. New players get piled into leagues that virtually ensure that they won't last more than a month.

Which apparently make it THE problem...

This game is a very good one (although there are a lot to fix).
Its community is very small compared to it.
It is due to issues like this (and others).

In what way have they "made it clear"? By making no comment? The only thing that makes clear to me is that they're largely inactive.

Well... it'll soon cease to be a problem in my small nation. Japan's now beginning to experience negative growth. There now aren't enough actually active teams in Div II to field even one division. This season, we've had more people quit than people beginning. And whilst the JBBL appears to be the healthiest it's been in a long while, it's a facade. Sharman's taken a season off, and Kotets has quit. Others are talking about quitting or at least tanking (in the JBBL).

Kinda frustrating, when it wouldn't be that difficult to put something in place as to ensure a better beginning experience.

No, we treat all countries the same. Their advantage is the ability to play in a high league level right from the start.

And then specially the first part of his answer. it is taken from the "Ask the BB's"-thread: (208622.1)
BB-Marins answers starts at (208622.116)

There's no advantage in "the ability to play in a high league level right from the start". None what-so-ever. All that does is ensure a lack of success at the beginning - ESPECIALLY in smaller nations.

Yeah i know, that part though would probably apply to the 20 user nations.


I think that more than 50 nations (those up to ~150 users) in this game suffer from the "advantage" to start in a higher league right from the start.

A change would help so many countries in growing their communities, its just insane to ignore this problem.
