potential starts playing a role when you hit the cap, and after this is it much more important.

But there is also other factorrs int raining like sideskills, hight and maybe a bit random.

There's no way to specifically search for Free Agents on the TL. Just search for whatever attributes you'd normally search for and sometimes there will be some Free Agents thrown into the mix.

It is tougher now, because only members of national teams hit market as free agent. There were more of them in the past.
