they changed it, short time after making this comment ;) I think the draft before six seasons was the last one with high XP for the rookies.(i always search for lenard Prem to figure that out, because he was a player of this generation with very high XP).
About the effect of XP i am unsure, but we know two things it affects shot selection(rules) and makes players stronger in the last minutes of the game
