the match that I linked you is the U21 final game, and Italy U21 has not farm. About NT, I think that actually a NT cannot sostain his best big men without a farm (or something similar). The wages are very high, even for a Div. 1 team.
I would consider this team
(48577) as a farm, but still impressive.
Portugual's best center Antonio Silves was in a Div.I team, that drafted him, here in Portugal while he was receiving +400k in salary and that team actually won a championship

Probably the only reason that he could afford him when he was 400k was the fact that it was his draftee and he probably won a lot of merchandising.
I think you just want to ban people left and right. It is upon the community to turn out leaving players into farms if they think farm is a must - no need to punish those who took care and succeed in that.. So far it is not.
Farm team can still turn out into a normal compatitive team, if for anything else just because that banning such a team shouldn't be justifiable.
I don't want to ban people left and right. I believe that some farm teams are just second accounts and if so, should be banned.
Do you believe that team with Degulys will be competitive? I don't think so.
I think that farm teams are unfair so, there should be way to punish people who want to do this.
