There are 2 more points that can make a big difference.
1) Cup games. If you can get some lucky draws in the cup, and not have to sacrifice league games to win, it really helps your finances. If you are bounced in the first two rounds, you stand to lose a possible 200k or more in a season. That can make a difference.
2) Draft pick. I really believe the teams that can skyrocket up are the ones that hit a big draft pick. If you get a PG/SF 18 year old Hall of Fame draftee with about 5k salary, you stand to make at least $2 million on the TL. It used to be more. So if you get that player, and sell him, you now have the bankroll to buy the trainees/players you need. Instantly. And the way the scouting is set up, there is still a lot of luck involved.
It still takes some good management skills to get to Div II, but it can be a fine line and the luck of these two items can make a big difference. Just my 2 cents....
