Well, I tanked last season - for personal reasons I wasn't able to follow the game properly - from Brazil Liga Nacional to divII, during tanking I used to make +300k/week, now in div II I bought some players to be competitive and I'm making -200k/week, my revenues from attendance dropped significantly, from ~450k/game to ~170k/game, TV contract is 100k less than before, so it's not so easy to raise back to the same level. Ok, now I have a considerable amount of cash to spend and I can afford to lose money for 1 season, but nothing guarantees that I'll be able to go back to divI.
So what I think is that the key to avoid tanking is to tweak the fan survey and make it more sensitive to losses in a row. It's not reasonable to have your arena full if you have been suffering severe losses game after game. 3 or 4 sweeps should be enough to cut your home attendance by half at least. This could make a huge impact on elite teams that decide to tank deliberately.
