The expansion quote does say that construction is in "roughly" x number of days.

it says "approximately xx days"
this I interpreted as "between 3 and 4 days" instead of specifying exactly "3.5" days, not meaning that it might take "3 or more days"

it's not "3 or more", can be less time also. but, like Charles said, more often is more time than less, like in real life.
I believe just with the "approximately" in the phrase it is fine, but I agree that something about this can be added to the rules.
