Giving experience based on individual plays (clutch 3s, steals, etc) could be problematic.
But experience based on minutes should not be. I can think of some relatively easy pseudocode that would accomplish this.

I thought your doubt was about how experience is gained via 'key situations' in-game and not just minutes. So you've just answered your own doubts then.

Sorry if I wasn't clear.
By "key situations" I meant "minutes played in key situations" and not "actions or plays made in key situations".

I'm pretty sure that experience is based on just minutes. I also know that the type of game matters. I'm just wondering if the types of minutes matter (grind time versus trash/garbage minutes) within a type of game.

Well, how would you define a sequence of minutes as a key situation then? This is all just conjecture on out part anyhow, I'm just going with minutes = experience. If there's any greater complexity it just adds some charm of the unknown to the game.

based on the time left in the game and the score. there are too many possible combinations to list (for example, 10 pt game with 8 minutes left in game with slight increase as each minute passes, more in OT).

then again, as you pointed out, this is just speculation...
in the real world, players get more experience playing in grind time (close game) situations than they do playing trash/garbage minutes (blowout games). but BB is not the real world...

Yeah, but its close enough to be addictive. Unless you go for an NBA2k10 or something, certainly no online sports game seems as good.
