No, as soon as someone bids on your player, you can use that money for whatever you want.

But if you bid on your own player, doesn't the money cancel out? I'v bid on my own player before after I decided that I did not actually want to sell him.

I just want to point out that debt and deficit are not the same thing. Having a massive deficit is arguably worse than having a massive debt in this game since carrying debt is fine if you know you'll be out of the hole in a week, but a massive deficit is crippling unless you have huge cash reserves.
