sorry, totally missed that it was to be a bb-mail as opposed to an email

Some games do this all the time and really promote themselves. I have played a CCG called Altiel and every week they send you an email to your email account (not bbmail) with a newsletter full of useful stuff and other things that are just interesting. A weekly newsletter sent to everyone should cost just about nothing to make and send but would surely add to the connectiveness of the game.

Public announcements.
Game engine tweaks.
Surveys.
Competitions.
NT/U21 news.
BBB news.
NBA news.
Olympic/World Championships news.
Tips from the Pros.
Interviews with well known players.
Reminders at certain times of the season - set your draft list, change arena seating prices, set a standard lineup etc.

The possibilities are endless and seeing as it would cost almost nothing why not do it?

But for the majority of users this is just SPAM!

Sure there would be some users that would really like it but most users probably don't want their e-mail accounts clogged with further e-mails they won't read (I know I wouldn't)

Besides, most of the important stuff you mentioned above are noticed straight away when you log into BB via the news page.

The aim of these emails is not for us who log in every day and have their figers on the pulse but for the casual players who only log in once or twice a week to keep their interest up or if they haven't logged in for a while to remind them. These things always have a two click unsubscribe option.

That is just like on those chat sites where all the guys claim that they are 21 when they are actually 40 and the girls claim they are 19 when they are actually 14. Creepy!

I thnik that if they add a gift with the birthday, managers might be a lot more interested in this suggestion.:)

gifts could be:

2 extra scouting points
based upon division a cash price. (eg 10000for div 1, 8000 for div 2, 6000 for div 3,...
free healing of an injured player, or if there is none at the time, you don't need to pay that weeks wage of the doctor.
fanmood which raises 1 ball on item: manager does everything to improve the team, because you trew a party for your birthday and the fans where invited
week of supporter, for free, so they can see their trophies and flagcollection, or get their supporter prolongued with a week if they already had it.
get a motivated trainer for that week (meaning he will train the players as if he was 1 level higher)

anything else ...

gifts could be either random, or chosen?...

There's possibilities here, and I think it would be quite unique (is there a game doing such a thing already??)

It's only once/year, and it won't have big impact on the game, but it's always nice to get a gift.
