Perhaps a system where a team with a walkover lineup automatically fields lucky fans (hopefully far less aggressive ones though!), and then pays a financial penalty that escalates each time it happens? Whether we'd want to give teams the ability to select lucky fans for their lineup spot and if so whether a penalty applies there would be another aspect. The overriding goal, in my mind, is to ensure that fielding a walkover does no harm to the opposing team.
