Yes but it depends on the other players ID, the whole opposing ID, stamina etc.

Too many factors come into place to just say that he needs high driving to be able to finish but it helps.

I think for every player. I don't think the game would make differences whether a center is driving in or a guard is.

but it could make a different in it on position, because a center provides more to the inside attack rating then a PG, that what i though now i had to handle the new info from jbmrock,

The centers do provide more to the rating but I think that IF a guard had prolific IS (will not probably happen but who knows?) and an inside strategy is played, he will be successful despite not adding much into the team ratings.

yeah but at least a center will help to get good shots to the guards.

I expect a comparison like this:

((Insideshotplayer + a*Insideshotteam)/(Insidedefense opponent+ a*Inside D opponent team)) * shotoppuntunity(depends on gameflow, passing of the last guy,driving + random factor)

What about SF - does he need IS or not? Do you think that it is related with tactic?...I am planning to buy a 18 yrs old SF for training - I only need one player to have completion of trainees..so would it be very bad to have a SF with actrious(or whatever ;)) IS ?

It's definitely recommended to have a SF with decent IS. It doesn't matter that much if you play with outside or balanced focus. But if you play with an inside focus, it's quite bad if you have a SF with atrocious IS...

How about, let say, a team always plays outside focus. Should they get post players with good inside shots or just get post players with crappy inside shots but good jump shots?

i got one center with such skills:
Jump Shot: awful Jump Range: atrocious
Outside Def.: atrocious Handling: respectable
Driving: mediocre Passing: mediocre
Inside Shot: mediocre Inside Def.: proficient
Rebounding: prominent Shot Blocking: strong
Stamina: inept Free Throw: proficient

he doesn't score, but h makes solid work when i am playing outside ;) I would think more IS will help him more to score, then more JS but i looking more for Inside def, Rebounding and blocking then the offensive skills in this case

it won't be bad, but i won't pay much money for that for the Center. For the Powerforward i would pay for JS 7+ JR 3-4+.
