what do you mean depends on the contract

this should be the basic thing when you negotiate a construction project. because your putting in a lot of money plus time and you dont see it getting done. whats worst if you didnt finish it by the time you want it or the scheduled time then you should be asking the contractor, but no matter what happens there is this called penalty.

In a decently negotiated contract there are strict time limits included. But this is not always the case. People need to watch out when negotiating. The process goes a lot more smoothly when the details of this possible penalty are described in the contract.
Another example: Some smaller jobs are sometimes done without contract: for friends or worse, to avoid taxes.
As owner it is impossible in this situation to have control of the time schedule.

i do know that when it comes with a personal favor

but we are talking about building a arena. i doubt you can have a negotiation that doesnt include a contract, clauses and even receipts or whatever thats necessary.

i dont know in other countries but i am a bit sure that with this kind of organization those people who should be sniffing around wouldnt let it go that easily.
