It doesn't mean a player is at his cap. DMI as I understand it is a rough indicator of how your player is at a given moment. If you have no pops and are at proficient gameshape then he is at his best for that given set of stats. When he pops again his potential DMI will go up. In my experience DMI is heavily impacted by algame shape. My DMI drops by about half from proficient to strong .
