I think that with the way the system is working right now (automatic) everything depends on the new user to get more info. He just have to post a message in the forum or to ask directly the GM.
If we knew the drop out rate of newcomers to the game, we would have a better understanding as to whether the current system is sufficient.
My initial thoughts as to what could be included in a bbmail to a newcomer from a Countries Communications Officer was;
Perhaps hook them up to a mentor (i.e. list of mentors)
Encourage them to get involved in forums or game chat
Send them a list of resources or links that they can access to get help and an understanding with the game
Give them details and understandings of their National U21s team and National team
Highlight potential forums of interest
I dont believe that the current automated messages do all this
A personalised cut and paste message from someone in the same country I believe is more likely to help get a newcomer addicted to the game than just an automated message.

I doubt if 10% of newcomers would do this, a more personalised approach from someone within that countries community in my opinion would be more successful.
