What seasons did he achieve success with NT and U21s?

Yes that should be a detriment to his achivements. In order to be competitive you need to have good national team players (because it gives you vital extra income). Managing the U21 and/or NT gives you a huge advantage in terms of knowledge of the best players or prospects in your nation and also gives you knowledge about when they are and are about to come to the market. I don't think you wanna stress this point about the Chinese manager.

The guy won like 14-15 straight titles in His top division, winning also when he was the underdog. Let that sink in for a minute. 4 titles when the game was less scrutinised and understood just means he was head and shoulders aheahd of anybody else. Look how the rest of the guys won the B3: either tank tank tank then buy the title or manage the U21/NT take the best players for yourself and take advantage of the extra income. In any case all recent victories in B3 have gone to high spending teams (except maybe Mloty). you pay=you win is not the same as you're a smarter and better manager=you win. I dare say at the beginning winning 4 straight B3 was difficult than it is today, exactly the way it's going to be difficult to do that in Utopia (with the difference than in Utopia the level is even higher).

Edit: it was 'only' 13 titles after all

Count also brand42 of boston celtics from italy as one of the best managers, 12 national titles 5 national cups. He never go behind semifinals in B3 and hasn't titles with nt/u21 so probably there's something with better showcase.
Has anyone win national league+national cup+B3+u21 and nt titles?

this is not a big success but you can see that i use from max Potential of our NT team . the best result in asian games in our NT history

Normally someone in the top league would not be allowed to manage the NT or U21, because of a conflict of interest (i.e. you picking a player rather than another has an impact on your opponents' and your finances). As far as I have played this game, no D1 manager in England has ever been allowed to manage the NT. China might have been different, because in a bigger country the top league doesn't weigh much on the total users and in the community.

Managing the NT gives so many unfair advantages to a D1 manager who gets elected, which, as I said, should be counted as a minus for the best manager discussion, not a plus.

Of course, it is also debatable that a manager who wins with the NT or U21 with one of the top 6 nations in BB (by users) deserves that much credit if he gets to a WC semifinal or regional final.

Edit: Btw the Canadian guy won 13 in a row not 14-15...but even 13 straight that's way past a generation of players. Nobody's ever lasted that long at the top (winner) in his own nation as far as I know. At some point you need to rebuild and someone will slip past you or you will have to demote so that you can train. See where Mamba is now. But yeah 12 titles in the largest BB country sure does make his case quite compelling.
