from my understanding it's based on 2 things

1) your standing last season in your division
2) your world ranking

There could also be playing all the teams from similar divisions from the previous season against eachother but i'm not sure about that

Also, u played against a champion of hungary II.4 not of division 1. they currently are in div 1. the champ of div 1 always goes to the BBB tournament
