Erm... probably easier to start from this page:
(http://bb-usa.netsons.org/matchup/matchup2.php)

Select the teams/tactics, run it. Then, click Customized Prediction at the bottom and it'll import that ratings it guessed. You can use that page to manually change the ratings (if you know yours will be better than your average, for example). Leave the ratings as what you'd expect if you played base/m2m ("tactic neutral ratings"), then set whatever tactics you want and see how it affects the outcome. Be warned that it almost always seems to suggest RnG & 3-2.

Should probably just leave it clicked. When it's checked, it means whatever ratings you entered are what you'd put up playing base/m2m. If you don't click it, it assumes those are the ratings for whatever tactic you entered (but you won't be able to change tactics and have it adjust properly).

The top set of ratings (that you can change) are the inputs. If you choose the "tactic neutral" button, it will treat these as base/m2m ratings, then convert them to whatever tactics you select. If you don't check that box, it assumes those are the ratings you'll put up with whatever tactic you selected, so it won't convert them (but if you switch from LI to RnG, you would obviously put up different ratings, so you'd need to manually change the ratings to account for this).
