The answer could be randomness. Let the exhaustion to happen or not to happen by %.
The older the age the bigger the %, the lower the stamina the bigger the %, etc.
Just like injuries.

No random pls, just drop the efficency after 36 minutes and consider 40 minutes a full training. Best teams don't train at all in any case, they've just to spend more on the TL and as salaries.

Update! Since shot rosters are not a real problem during regular season, we decided to exclude, along with scrimmages, all regular season matches from the exhaustion implementation, starting now, March 7th, 2022.


It will affect "only" cup, BBB, BBM, NT and U21 matches. Correct?

Indeed. While it addresses the "panic" some people displayed here, I'm not sure that having a different game engine depending on the competition is a good feature.
In my opinion, if you start from where it was before this change, a good tinkering would have been to make subs play more minutes but let players with no sub play the whole 48 minutes. And, of course, add a huge drop of performance for players over 35 minutes per game (depending on their stamina level).
