When should I sell my trainees and no reduction to my training exemption?

Impossible. That's the whole point of having a training exemption.

Yes.

(1) fire him if he is weak and you don't want use him in future
(2) train him if you want use him in future and in this case you have additional bonus - training exemption. If you train him to sell you have training exemption until moment of selling.

Of course. The exemption is the difference between your players' current salaries and their salaries at the time they joined your team (either bought or drafted). Once a person isn't on your team, they are no longer part of any calculations.

There are other options too:

(3) Make sure your expenses fit within your revenues to not pay any tax and do whatever you want
(4) Do whatever you want and possibly pay the tax if you choose to exceed your revenues.

I still think that the benefit of training a player to be precisely what you want them to be more than exceeds an exemption that only comes in when you're overspending your means, but I suppose it's another carrot to encourage people to actually train their own players.

This means you have to focus on building your arena before you promote so that you are in better economic shape to add more salary in the higher divisions.
