The extra spots in promotion for higher leagues will be league winners and the the other spots are going to the team will best record who lost their final?

Can u confirm that promotion will be based on :
- league champions (PO champions)
- best W/L ratios (without any condition on playing the Finals or finishing at the 1st place in the regular season or anything)

How will the new demotees be allocated?

@Everyone, so let's try and clear this up. Utopia, as lemonshine already noted, is not a perfect pyramid, but I'll try and explain what promotion will look like at the end of the season.
Top league "Heaven" is full of bots and will therefore be filled with 16 teams from D2.
D2 will have 6 teams demoting to D3 leagues, 2 playout losers and 4 direct demotees. 4 spots are filled with D3 league winners. The 2 extra spots will be filled with best ranked teams from all of D3, as if the extra two spots were filled with bots. Hence the bot promotion rules, which state that they will be ranked by conference position, win/loss ratio and PD. The distribution of these teams is random.
D3, similarly, will have the same situation with one small difference - there are more than 4 D4 league champions per each D3 league, and that's one of the reasons why the new system makes sense. We need to accommodate those extra champions and needed room. Therefore, most of the D3 leagues will receive 4 D4 league champions and 2 best ranked teams, while some will receive 5 D4 league champions and 1 team based on rank. Again, the distribution of these teams is random.

Perhaps the most dominant winner in this seasons Div III should bypass Div II and go straight to Utopia Heaven (Div I), so as to balance out the numbers

I'm guessing that you are saying they will be swapped directly with the extra promotees from the division below (selected per record by bot promotion rules)

Further clarification, the structure of DIV for Utopia is to always expand (if we got increase in users) rather than have a DV? Is this correct?

Yes.

With the number of leagues in DIV reduce if we have less teams or just kinda stuck at 80?

No need to reduce because we consolidate the teams every season.

I believe this needs to be corrected for season 29 due to the filling up of Heaven:

D2 will have 6 teams demoting to D3 leagues, 2 playout losers and 4 direct demotees. On average 4 other teams promote to Heaven. Only 24 teams (37.5%) remain in D2. 4 spots are filled with D3 league winners. The 2+avg.4=avg.6 extra spots will be filled with best ranked teams from all of D3, as if the extra avg. six spots were filled with bots. Hence the bot promotion rules, which state that they will be ranked by conference position, win/loss ratio and PD. The distribution of these teams is random.

From 16 D3 leagues, 16+4x6=40 teams will promote to D2 (winner + on average 1.5 via bot promotion rules). Another 16x6=96 teams will demote to D4. 120 teams (47%) remain in D3.

So, this season there will be
- avg. 3 extra promotions from each D2 league via the third and final application of the "special Utopia rule",
- avg. 1.5 extra promotions from each D3 league via bot promotion rule

Whereas from season 30 onwards, there will be
- avg 0.5 extra promotions from each D2 and D3 league via bot promotion rule

D4 is special but will usually have slightly above avg. 0.5 extra promotions via bot promotion rule, both in season 29 and in the future.

After we fill Heaven, things will normalize. At the moment, the number of promotees per league is highest in D2 because of the bots in Heaven, but that's just the way things go in Utopia. The bots from Heaven will drop down the ranks and we'll fill the spots with extra teams from lower divisions.
To summarize, we'll handle whatever is needed when the time comes for it, not to worry.

I was actually a little bit tongue in cheek when I suggested that and perhaps a little bit too over confident about my chances in Div III this season.

Case could be made for Cup winner if he's coming from D3 or D4. I think whoever wins also goes to the BBB, doesn't he?

Edit: There are no Utopia teams in the B3 this season
