Just play the game. If you really want to start over then just tank the season, train whatever salvagable players you have (or train some guards on shooting skills to increase their sell value) and at the end of the season sell off your unwanted players and use the money you make and your high draft picks to rebuild.

It would not work if that was possible. Reason is simple as managers would then like a new team if their starting team is crap.
