In the past I have tended to invest the 10 scouting points in the Combine in order to move 19 year olds to the bottom of my list and then leave everything else alone during seasons when I didn't expect to have a high pick.
My initial thought is that the potential for better 19 year olds will make me skip even that much investment when I'm at the end of the draft. I'm tentatively a fan of this change.
I'm not sure how much use I'll get out of the new scouting options, though. i had a similar idea to what E.B.W. mentioned, but I think it might be more useful to scout OD and PA on potential big man trainees. With guards, there are a few ways that a high star rating can be deceptive, but I've found that main danger with big men who receive high star ratings is that they have a good chance of having terrible secondaries. It might be nice to be able to check for this.
