I think a salary cap fixes it. Say the cap 1 million, no matter how long you tank, you can still only have a 1 million $.
Well it is something that's been suggested regularly for a long time now. Maybe worth consideration after all.

How about training exemption though? Players being trained will increase their salary and if this will lead to going over the proposed salary cap in some cases, how should that be handled?

Maybe a soft cap with x2 for the amount over the limit? This will not stop hardcore tankers though... Just make their runs shorter and tougher. It's still something.

Also I personally believe 1kk is too low for present-day BB. Something closer to 1.2kk maybe.

Well congrats on achieving that ! But yes, I'm not sure it would be enough for B3 last rounds.
Next time I'll say "it's hard" rather than "you can't" :)

Then it just increases the demand on 50-150k salary players and lowers the demand on 200k+ salary players, which aren't already worth a lot.

There has been 2 major changes over the past seasons :
- youth coach and training facilities : we can now train some 160 tsp beasts
- exhaustion implementation : we need now more than 5 competitive players

These changes are good but, in my opinion, it should be followed with an economical adjustment.

Well actually our proposals could help more the lower divisions than the first division.

If the market stays as it is now, or if it gets even worse, then the 50-150k salary players needed in D2-D4 will still cost a lot while the 200k+ salary players needed in D1 will still be really cheap to buy.
So once you're in D1, it costs you quite nothing to renew your team, while the other clubs don't get well paid for their training investment.
And that's even worse without a salary cap, which also impacts the fairness in every competition, including the lower divisions.

About your case, would it be fair that you comeback with a full load of money after a few seasons of "retirement" and then crush all your opponents who struggled all this time to get and stay in D1 ?
Boycott and salary floor are here to limitate the tanking speed but it doesn't prevent it. You can still make a lot of money, even more if you try to win a game from time to time.

How about making training more important. Instead of having the training exemption just for tax purposes, why not subtract the training exemption from your overall salaries? That would mean my 62,000 a week training exemption would drop my salaries from 379,000 to 317,000.
