Another solution is to fire your staff. You pay their salaries once for firing them but you don't pay their heavy salaries for the next 3 weeks. They are useless these 3 weeks. You don't need a PR-Manager (you don't have competitive games), you don't need a trainer (everybody trains FT and Stamina these weeks) and a Doctor is useless because there are no many matches for the players to get injured..
Great idea - and the first that fits the mold of a 'management game'. If you don't finish in a respectable enough position thats going to give you sufficient income to cover players & staff salary then make a choice to reduce your roster or sit with lvl 1 staff for a few weeks.
Oh wait... no lets do it the other way around.. give everyone more money so they can sit back on their high underperforming wages (which you will argue have to be high to keep up with the competition - I am agreeing but then counter-arguing that you paid these guys and they didnt compete)
Either way without a shake-up in personnel or staff how will you advance from 4/5/6/7th place next season to compete with the teams above without making some key decisions? By having your hand forced you can at least start making the choices that might elevate you up the following season.
Staying as you are most likely means the teams above are going to remain and possibly get stronger.
