Medical tests will be a key for him.

as a europian i have seen him play in the euroleague. he has great skills. but for the nba level he lacks weight/muscle. i am not sure that he weighs 240lbs. it seems too much. but that's just me . imho is really difficult to see him in this level at this point . he definitelly cannot play C in nba. everybody will beat him up. but he is only 19 and he knows how to play. most of all it's about his work ethic. if he gets drafted this year and he is ready to work, i believe he can be a really good player. i have the feeling that he will probably stay in europe for the next few years. maybe go to a team that competes for the euroleague title and then try the move in the nba.
The rule that you refer (i assume) says that every non American will be automatically eligible for the draft when he will be 22, even if he doesnt declare.
