Draft will still be a problem.
Imagine a league where half of the teams are from Japan and the other half are from Vietnam. These two countries face themselves in NT level. We could have the half Japanese tanking voluntarily to get the best draft AND in the meantime blocking a good draft for the Vietnam part.
One action, two benefit. Good draft for us, bad draft for our opponents.
It' s a good point. Then when the servers create players, also nationality could be decided for each player, just in the same moment with the other skills, and indipendently from who chooses who. Namely, if for a country there are X teams in a League, in the draft 3*X players belong to that country, and they won't change nationality even if they are choosen by a manager from another country. Managers could know the draftees' nationality thanks to scouts, in this way.
Of course, this means that a Japanese manager could choose a player from Vietnam, and vice versa. (once the player is a draftee, the merchandising bonus should not change even if he belongs to another country, of course).
