First, and you did address this, the Georgia Heat, are one injury away from being irrelevant, and in this league there have been a lot of injuries (See Oggagalites, Bloomington Saints, Shooter Tutors). So unless their depth is addressed it is hard to call them a "power house" team.
Second and most importantly, I think you failed to point out your own (Oggagalites) glaring deficiency, your finances. I did a little investigation to see if tanking a season to get a good draft pick was a good option.
1.) Because you lost your last 13 games, your fans hate your guts, so they don't come out to your games. Your last home game you drew less than 3000 fans. Which by my quick math netted you somewhere in the neighborhood of $63,000 well below anyone else in this league.
2.) Your roster which is formidible, is greatly overpriced for this league, costing you a whopping $170,000 a week!
3.) Let's say you are in the middle of the pack for the rest of the finacial items (staff, scouting, merchandise, etc) therefore your weekly net income all things considered is around: - $64,000.
Conclusion: not sure if tanking a season is the best way to create a "power house" team.
