What you're speaking of is income, I am focused more on hoarding.
Relegated teams face attendance penalties which will affect their income, not their bank balance. As the top teams approach a negative deficit, teams that intend to challenge will need to do so as well. Hence when they relegate, it is because they choose not to compete and want to have a positive income instead. This is where money is accumulated.
It doesn't limit the range of different strategies avaiable, I've detailed this enough in the first two posts. It curtails the effect of being able to buy 'instant sucess' with money and promotes better tactical play among managers.
