Salary cap is used in closed league systems to balance it out/avoid continued domination of the richest clubs. In our open leagues, I don't see the reason for it.

There are only two Tier 3 human-filled leagues in Bulgaria and a total of 20 teams which should be relegated from Tier 2. May I inquire as to how this is going to be settled after the league-consolidation changes?

There are a lot of questions coming regarding which Tier 2 relegated teams could expect to keep their spots in T2 and which not-promoting teams in T3 could expect to get to T2 through the back door.
