Lucky Fans should be as bad as a player could be for example. All atocious.

Aren't they? I always assumed they were all atrocious, or smth. very close to that.

Fact LF got somewhat productive lineup doesn't really say much. 38 minutes of play, and I assume his 4 teammates were 4 best players on the court. Guy filled in the spot, got few excellent chances to score.

Big OP about lucky fans used to be their foul drawing. They used to be very good at drawing fouls for no reason. Not sure this been fixed?

Clearly has not been fixed.
A team in my league just sold all but two of their players, but dressed no one for their last game.
Check this out: (65824452)
By running the viewer to the end we can see the regular team won the walkover: 135-22, so that makes sense.
However, the Lucky Fan team drew at least 69 (somehow including 8 from one player) fouls and shot 16-122 from the free throw line!
They themselves committed a mere 13 fouls. This should really be in reverse.
I can see how Lucky Fans can score here and there, and how they can sometimes have a rebound bounce to them (ever see the Michael Jordan vs Charlie & Martin Sheen pickup game on Battle of the Network Stars?). Those things make sense, but to draw fouls like they are all little mini Karl Malones, Kareems, & Artis Gilmores is dumb and stands as a great opportunity to improve the Lucky Fan experience if corrected. Since the GE can't simulate a "man down" situation, correcting this would be the next best thing.

There's really nothing interesting we can ascertain about the engine in the case of a walkover. It just does that ridiculous hackathon and when it's all over, sets the score to 50-0, the minutes based on the formula for walkover minutes, and somehow decides to let injuries still occur.

I suppose that's true. I'll try to dig up some games where 2 lucky fans started in a non-walkover to see if I can find the same pattern.

Well, as fate would have it, I had a team in my league playing only 3 or 4 players for the second half of the season.
Let's see, here are a few games:

Game 1: (62542263) Versus a tough opponent, lost 87-120
Lucky Fan Starter: 0-7 FG, 0-1 3pt, 0-0 FT, 4 REB, 1TO, 1ST, 1PF, 0 PTS, 48mins
Lucky Fan sub: 0-1FG, 2 REB, 0 PTS, 10mins

Game 2: (62542271) Versus another tough opponent, lost 58-170
Lucky Fan Starter: 2-11, 0-3, 0-0, 2 OREB, 3 TREB, 1 AST, 4TO, 1ST, 2PF, 4 PTS, 48mins
Lucky Fan sub: 0-6, 0-3, 0-0, 3REB, 3TO, 0 PTS, 26mins
Lucky Fan sub: 0-1, 0-0, 0-2, 1TO, 0 PTS, 7mins

Game 3: (62542286) Versus a last place opponent who had gone bot, lost 73-115
Lucky Fan Starter: 5-11, 1-2, 0-2, 2 OREB, 9 TREB, 1AST, 3TO, 3STL, 2PF, 11 PTS, 48mins
Lucky Fan Starter: 1-6, 0-0, 1-2, 2 OREB, 7 TREB, 2TO, 1BLK, 2PF, 3 PTS, 48mins

Okay, so it appears that I am eating my hat. They aren't drawing fouls like mini-Karl Malones, after all.
Besides the one Lucky Fan who managed to score double digits against a bot team, all the others put up miserable numbers. I don't think there is a HA or PA rating bad enough that will cause them to make enough TO's to make us happy from a realistic-ness standpoint. Atrocious is as low as it can be, and these stat lines seem to reflect that.
Ideally, they'd foul way more, but if that were the case, perhaps they'd injure more. In none of these games was there an injury.

A lucky fan had hit a buzzerbeater for the win in my league last year.

Ι believe fouls are a means to create more balanced or realistic scores apart from exponential equations that are used in GE. With the reverse fouls, the scores could have been 200-0 which the BB creators never wanted.
