I have never played in a big nation. Its really hard for me to gauge, but I would guess tanking is really only an issue in micros. Is it really that easy for a tanker to yoyo promote in the big nations? (asking honestly I've never done any real looking into tanking in big nation)
This is so far from reality as it could be. In at least 15 of my seasons in II.1 there was always at least one team tanking. Most of them even told us before the first game. There were so many seasons when you could be sure to reach relegation, sometimes it was even clear that you couldn't finish 7th in your conference because of tanking teams. This game is about competition and relegation is part of it. But tankers take this tension away very often.

I don't even talk about the German Bundesliga: There were some few years without tankers, but you have more fingers on each of your hands. Even if you lost a finger or two.
And this way of tanking is even part in division 3. I had a tanking team in my conference for at least 2 straight seasons.
