I can see how this can turn wrong though. In your posts your debating with some GM's most of the time. So lets say you dont like how they respond to your suggestions and decide to give them a negative vote. You would then have done so based on their opinions on various things instead of the actual work they do for this game.
Does that seem fair?
The process of inner-investigation;
1) Find who is needed to be investigated (those who will get the a "nice amount" of "bad voting").
2) Go over and investigate why they got those negative voting - ask the voters, and see whether they have a case.
3) Take action against them, or explain why they act as should have.
Again, on inner-investigation, and more precisely on any investigation, only those who are hiding something are those who will fear it.
This is another method to find who is needed to be look for first...
