With the same form I would put as starter #1, substitute #2.
If they're quite competitive in skills coach will give good playtime also for #2 (depending of course from your depth-chart, also fouls, injury) and maybe in clutch even prefers him:)
Generally I'd better take 1-2 levels in several skills than 5 levels higher experience.
Also I think that inept experience is not so low- maybe even over the average.
