My guess for star ratings and potential stars are:
For stars in $:
5: >3700
4: 2800-3700
3: 2300-2800
2: 1900-2300
1: <1900

Potential:
5: 9-11
4: 7-8
3: 5-6
2: 3-4
1:<3

I think they are at least close to the truth but I do base it on very few players so it is very shaky guesses. For 3 stars I guess it should at least be star potential and not better than perennial allstar potential but I do think that you should expect star or allstar potential.

With my history of draft picks. (I seem to always get 3 star potential players). The 3 star potential has always been Star or Allstar. That's not to say it couldn't be different, but I have not seen it. So I would agree with Jokehim on the 3 star part.

And my 4 star guys have ended up being Perennial Allstars.

Well then it sounds as if a 3 star has a slight chance for a Perennial AS.
