the free agent stuff only works for U21 and National players as far as I know...

We just found a solution then for him. Invite him the national coach for a few days and then he will hit the market

Can that actually be done...national coaches listing retired players so they can be re-activated?

It would open some options...

That's not a solution for your case in point. However, if you search for all your prospects immediately following the draft, there is an option. If you see a team with a prospect that is about to go bot, you can add the prospect to the team. Once the team goes bot, the player will hit the market.

The downside is, it takes a roster spot from your team.
