i think it depends on your training and how many players you train.

I have 15 players right now and am training 6 of them at the C/PF position. I think 14-15 is a good amount of players no matter how you are training so your players don't play too many minutes. My reserves usually only play in the scrimmage game and most of them don't get enough minutes but its not a big deal because I'm not training them and they don't usually play in meaningful games.

i personally have 10 and if i need to buy more to fill my lineup for the scrimmage then i buy someone to replace one of my current top 10 (non-trainee) or a 1k player i can sack or try and re-sell.
the rules say 8 good players + 4 reserves (or something to that effect)
10 x 72mins in a perfect world should keep everyones gameshape high then if you get an inj you can dip into transfer market.... in the early days why spend loads on salaries on players that are just there to play half a scrimmage?
i train 4 x 18yo and then 2 from my other 4 main players depending on what im training that week.... SG/SF, SF/PF or PF/C i can just about get away with SG/PG as well and i feel this gives me as much flexibility i need....

i try to train 6 so they need 48 mins in one week(3games) which is a bit hard to manage with the playing time but at least 4 get full train each week....
plus 2 players on each other position ideal 72 mins each per week.
in total 12 players should be optimal for my type of training.
if you train stamina for example you could try to give 30 players a chance(nearly impossible to give the trainer the order to let the players play 24mins on position) if im not wrong with 24mins training time for stamina?
also you can do teamtraining like 15 players to train with 48 mins a week.
other thing you do some buizzinez on the transfermarket to get money, than you got more players and you just try to keep the stamina and form up.
i hope that helps to make your decision.

yeah step trading is sometimes possible.. buying someone who has had a decent amount of playtime in the gameweek before you buy him.....
i try to train 6 +1 but that is not possible every week..... but if you can do it 50% of the time then it all helps!
