I don't know about the first one, but re: question 2:
There are also way more teams competing for Italian players so I think it more or less balances itself. However, if you're correct and the price of quality players from smaller countries is way out of line then you should use it to your advantage and train Belgian players, train them, sell them and then buy better foreign players for less and still make a profit.

well, that's what i've been doing so far (train regional players and sell them), but there is no way you can turn it into your advantage, as everybody can do that.
