Maybe this is what you're basing it on, but in USA D.II, this is the case in every league. It is also the case in my league, so we're at a 96.875% chance of this being true. Certainly not completely convincing, but I would bet a fair bit on it. If a couple more people want to chime in with their league to give us over 99% certainty, that would be great.
