1. You have all the information you will get for this seasons draft and scouting done now is for next seasons draft.
2. In your example i would rate a 4 star, 5 potential higher then a 5 star 4 potential. The 5 potential guy could end up being a hall or famer for example while the 4 potential might be a superstar. Wouldn't be that much difference between a 4 star and 5 star in terms of current skills. However u could train a hall of famer for a very long time and the national team would be very interested if u trained him hard.
3. I would rank the 4 star, 4 potential guy higher then 5 star unknowns. A 4 star 4 potential is a very good player while u could end up with a 5 star 3 potential 19 year old if u choose the other option. Its a safe option but a good option getting the 18 year old.
