Take the first guy for one simple reason. You are picking fairly late, and if the second guy ends up having any potential chances are someone will snatch him before. And if he falls to you, it's probably because nobody else wanted him. The first guy might not be there ether, but at least you know what you are getting if he is. Hope that helps.
