Yes the highest sale percentage is 97%. A player initially bought will start at 80% if you haven't sold any players in the past 14 weeks. Depending on how many players you have sold in the last 14 weeks that percentage will be lower. It will increase each week.
I believe that if a player is on your team for 14 weeks then he will be back to 97%.
