If your league is mostly computer controlled teams or teams who join at the very end of the season it is possible to pick up some fantastic prospects late in the draft. Heck, based on the the random nature of scouting you can pick up decent prospects with the last pick even in an active league.

I had the last pick in my V league last season and still managed to pick up a 7ft center with superstar potential that shreds the boards in league IV. I also got a 6ft PG/SG with respectable JS, JR, HA, and PA. Don't throw your league to get better draftees. The draft combine doesn't really show you who the players are, so just having a high draft pick won't guarantee that you can pick up a great player. All you get to see are some estimates and approximations. The best way to find a good draftee is to spend a lot on scouting. If you spend more on scouting than the next guy, you will have a better idea of who to draft, and thus a better chance of grabbing a good trainee.

The draft will likely disappoint if you expect too much from it. For example last season i had 3rd pick, i did full scouting all season so had a lot of information going into the draft. The problem was all my scouts found were a lot of 19 year olds or 18 year olds with low potential. In fact the entire draft was pretty bad no one ended up with what i would call a great pick. Then again i've seen teams in other league end up with 2 great 18 year olds with great potential. So in the end you could get lucky but the draft is fairly random. There has to be good players in the draft for you to have a chance to get them which is not always the case.
