I guess there is a "hidden" stat that affects fouling but in my experience and from what i've read other people saying, stamina seems to affect it. And it makes sense if you think about it, a tired player is more likely to make a silly error and so i guess the same thing can be said for an inexperienced player.
I'm pretty sure the BBs will adjust the game engine to ensure that the game remains fair, they wouldnt want everyone on a person's team fouling out...
