Usually it is just a pep talk, sometimes he might tell the team to get to a certain player, but he will not change tactics.

Is that the same for a full time out as well? I thought I read in the Rules that if you wasn't having any success playing a certain way the Coach would change it. I know the scenario I described doesn't sound like a team having no success at the way they where playing.

This is just a theory, but I think that the timeouts are called to shift the swing of momentum in your favour. So if they have scored a few points in a row, or you have been missing a lot in a row, a short timeout can suddenly swing things in your way. Could also be used if your players stamina is low and he is getting tired so maybe a 30 second rest can help.
