It's just the rating system. Awful, Inept etc works just like player skills so the higher the better. Low, Medium and High are the sub levels of Awful, Inept etc. so if u have Awful (High) the next highest level would be Inept (Low)

What is (XXX) e.g. ( Low)...Is it refer to sub levels??

Yes it refers to sub levels. Each level (ie. Inept) has 3 sub levels ( Low, Medium or High).
