Well, I see a few posts about the draft but from what I've read, there's only one post that has this same issue and no one has responded...I'm in between classes so I don't have time to look now, but if no one responds I'll try to look it up later...

When the scouting system was released the calculation of how many points people had was incorrect. Some people has less points than they were meant to and some people has more points than they were meant to have. This was corrected later on. It is possible that you saw you had 35 points, and after the correction it went down to 25. Look at your economy page and see how much you have spent on scouting and see if it matches up with the amount of points you have. If it doesn't match then report it in the bug forum.
