Private leagues already have neutral site games, so this could also happen with scrimmages.

How many votes do I need to make my suggestion a reality?

This is not a popularity contest. If the BBs think something is good for the game and the community and easy enough to implement, they will implement it. Some things will however take more time than others for various reasons. To me, this seems like a fun suggestion that should not be too difficult to implement (although we really do not know that). On the other hand, it's not really a necessary feature so it will probably get a very low priority. I believe we will see this feature some day.

There is a idea about that you get the schedule for your arena and so on. I think this could be somehow connected with the neutral arena, so you can see that someone plays a scrimmage in your place.

Is hard to say how to do that, so it would not bother anyone and would be cool at the same time.

GM-WallyOop this is a bit off topic but I just want to say that it is good to see someone semi-official having a presence on these boards and doing something to make the game better.
