Well, the idea is to make it easier for teams in the lower half to get good draftees, so this kind of follows logically. But in fact it would still be possible for a higher-ranked team to find a strong draftee, because increasing the scouting points as I suggest wouldn't result in teams being able to scout all the players.

The total number of players in the draft pool is 48 (3 players for each of 16 teams). That means it takes 3 x 48 points, or 144 total points, to thoroughly scout all the players in the pool. The Group Demonstration feature replaces scouting costs (one point) for the one- and two-ball players, which make up maybe 25% of the draft pool. Assuming the best-case scenario, it therefore requires about 132 total points to scout and interview every player.

Since there are 14 total economic weeks in a season, right now owners can buy a maximum of 56 scouting points. If you use the Group Demo to replace scouting costs for 25% of the pool, you have 46 points remaining, or not nearly enough to look through all the players. With a 6-point-per-week maximum, the max over a season becomes 84 points, or 74 after the Group Demo is used. That's also not nearly enough to scout all the players, but it might encourage some sniffing around in the three- and four-ball contingent, which I bet is mostly ignored right now. I wouldn't be surprised if most of the players passed over in higher draft picks that turn out to be good were initially rated in that range.
I think the draft works just fine as it is. If you want to get a good look at the list you have to spend a lot of money all season and if you dont want to you'll get what you get. And there is still a chance that a higher seeded team can land a good player. If more points were to be available i think they should cost a lot more then suggested here.
Again, since the point is to make it cheaper for bad teams, I'm not sure how much more it should cost, but it could be this:
$15,000 for 3 points
$25,000 for 4 points
$40,000 for 5 points
$60,000 for 6 points

The whole idea is to NOT look through all the players. The scouting points right now are perfect. Teams can accumulate enough scouting points but not enough to scout everybody thoroughly. If you use your points wisely and be smart about it, you can get a decent player.

This gives the higher end teams some chance of a decent draft pick. Also, even in real life, no team will scout every single player in the draft thoroughly and invite them all for workouts.

If you pay 40k a week for scouting at the moment you can get 56 scouting points by the end of the season.
There are 48 players in the draft.
Use 10 points immediately for the Scouting Combine and Group Demonstration.
This will leave you with 36 points and will reveal the age and height of every player.
This will also scout 19 of the 48 players once (i.e. all the players with initial ratings of 1 ball or 2 ball).

If someone can't use those remaining 36 points to find a good player then they are doing something wrong.

Its more the fact some people would waste scouting on 1-2 ball players and scout them twice. Thats the only reason why I see someone would want so many scout points

I don't even ever scout 3 ball players twice and it has to be a fairly good 4 ball player to deserve it in my opinion.

honestly in your position, i would scout the 4 ball players twice before the 5 ball ones. With 4 ball you mostly have still solid/good starting skills, but the 12 teams who draft before you would know the 5 ball player better or draft them in a random way(they just know the ball then you choose the 5 ball first) before the 4 ball players.
So the chanche to get a great 5 Ball player is relative less, compared to a 18yo 4 ball player with good potential.

silly yoda for scouting at all, u got 2nd last pick youre gonna get rubbish anyway so why spend anything?
